Is Liberation 1.03 safe to use with hacks?
It says "Protection: Loaded" when I open the game.

You may be (Delayed) banned or maybe not, delete VAC liberation from your PC and hope for det best ^^

Public VAC disablers fail.
If I was you I would use external box esp.
It's 100% safe and the only way you could get banned is if some one reports you.
