how do i get custom titles?

hey ive seen ppl with very low post count but they have titles like- thread starter and those colured ones like the banned ones and the other ones
im just asking how do i get them? i have a post count of 210 or somthing i believe

i want thread starter :P or the banned one (dont ban me lol)
