[Release] RenderConsoleVars.h (PTC commands) from Lithtech engine

This is the file that contains most of the ptc commands directly from the Lithtech Jupiter engine. (Game engine of crossfire, combat arms, NOLF2, AvP2, FEAR, etc ...)

Not all commands work in crossfire.
