layers order doesn't matter

Ello,.

Lets say i got 3 layers, i have something done on top layer but i want to do smth more under it, for example on the middle layer, it still goes on top of my ''creation'' lols. I hope you understood... Any1 knows what i do wrong lols?

make sure uve got the order right
make sure u have the layer settings right
make sure ur working on the right layer
