Connection problems

Hey i got some qeustions about my connection.
why my pc doesnt get good connection, how can i fix this
i got an ipod touch and my internet is perfect on that?

Get a new cable and make it as short as possible? Or if you're using wireless get a better wifi card / router and make sure the antenna is pointing towards the router /

Is it possible that its my providers fault dus its kinda old
