2: Get a base
3: Code hacks using released sources (or use commom sense and make your own)
4: Build and Release Hack (don't post it on MPGH unless you really want it to get leeched without credits)
In hacks, you have a base, that base is different to other hacks. You must code defenses around it or other hackers will get into your computer and mess you up O_O

A "hack" base is a preset file of coding that you download. Different bases come with different methods and styles (such as auto-on, hotkey, and menu). Most bases have anti-noob features. That's why you need to know C++, I learned by looking off bases (I had a lot of programming VB Language though). Some times, you need to update some methods in the base, such as PTC (now RTC) methods (LTClient and accual method), detours, etc. Some bases include preset hacks themself. That is a quick summary...
EDIT: They also go in difficulty levels.
