There has to be a lot of member interest for a game. Usually you see sections added when several people request it, and even then its a guess, sometimes they fail terribly because there's no content to release.

there are tons of dead sections that frankly shouldnt exsist because there is no interest/coders to make stuff for the game

It would be hard keeping tabs on the amount of releases, particularly if they are the same just updated. Also there are games where frankly hacking it is too difficult or without real reward, and serves mostly as a hub for discussions, guides or not hacking content. However it is not a bad guide for determining interest.
