You don't need a credit card, you can have a paypal account with a credit card but just wont be-able to spend anything

wich is pointless

it says i need a line of credit hooked up to increase my spending limit

just in case you're serious;

Go to paypal;

https://www.paypal.com/

Click "Sign Up" At the top in Blue Letters

Fill out your country and language.

Select Personal account if you plan on using it for small transactions.

Business account if you are commuting the Paypal to an endeavor of yours.

Click "Get started" On the one you choose.

Fill out accurate Information

Then Click "Agree and Create Account"

To Verify your account you can choose either to link your paypal to your Bank Or Your Credit Card.

When You decide on which to choose click "Continue"

Fill Out Your Information Accurately to become verified and use the services to it's full potential.

If you link to a bank account or Credit card, You can take funds from these and put them into your paypal, Or have money received in that manner. It also makes you seem "proper" When attempting to gain trust in monetary exchange.
