edit: i was going to do what Energy suggested, but it's true how it would take a bit to make it fit, so i just used some other brushes so add some effect to it instead. i'm still playing around with CS5 now, blackgrounds >D, thanks for the advice tho scrcrw/energy

100% you wouldn't get the spike. One way would be just to find some spikey brushes and then if need be motion blur them in the direction of the spike to get a motion effect. If you want to do them from scratch its a lil harder but it is possible of sorts.
New layer > create a white shape on the left side > a straight line here will give a uniform motion later on. (you can use a wavy line at this stage, or use a distort filter to do this for you.)
Next, go to filter > stylise > wind. Make sure the wind comes from the left.
Ctrl + f a couple of times to get long spikes.
Rotate CW 90 so that the spikes face down.
Filter > motion blur, blur vertical downwards to smooth the transition on the edge. (optional)
Filter > Distort > Polar corordinates > Rectangular to polar (I think) if not try the other option.
Edit: the effect you have shown in the example looks like the same or similar effect repeated to cover the desired area. You will have to copy layers and erase bits until it all fits. It would depend where you put that light on your sig, if it was on the hands it may over expose that area and ruin the sig. It might look good behind the guy though...

or you could do what scr said but change the brush settings and put it on fade.

True, but getting the lines straight will be hard especially without a tablet.

Its somewhat easy.
Getting short lines straight isn't very had only if they're long
Smudging would be the way to go
