a tutorial really wasnt needed for this tag but it will help some people at least

i can make tuts quickly when i want too
u just need to know how to do it right

D: i thought the background took more work :|

trying to get the colours right took a fair few adjustments
and the compo
but not that hard
the longest bit was tracing the eagle with the pentool
