Steam and TF2 error

i keep getting these errors when trying to play TF2 on steam
i uploaded a movie to show you how i get the error
soooo... yeah

the errors are "no permission to run tf"
and a SteamMountAppFilesystem error
do you know what the problem is?

And google it and ask on their support forum.

i have googled this error it seems no one els has it
i have also re installed the client so many times (about7) and the problem still keeps coming back.
+ i have also re installed steam and i cant ask there forum because i keep getting an error every time i try to register
