Yes you can. My friend has an extremely old laptop its either a Pentium 4 or Celeron with 1gb of RAM and he's running Windows 7 just fine.

someone help me D: I try to run safe mode by pressing f8 but then it goes Windows is loading files then blue sreen I press F8 instead of going to Advance Boot system it goes Windows is loading files then the window logo thing then a blue screen
