Flood Delay Removed

I've removed flood delay for all users groups except:

• `Unregistered / Not Logged In`
• `Registered Users`
• `Users Awaiting Email Confirmation`
• `Cock Suckers`

If it is abused, I will re-enable it.

EDIT: I've changed the time from 30 seconds to 15 seconds between posts.

all of my math to figure out the most posts in a day and it goes to waste but thank you dave

Nice job.
