Because all of them are made by another website hack, and adsvertising isn't allowed.

Actually that isn't the reason.
Chams are allowed only VIP hacks aren't.
And the reason is because MPGH doesn't support someone else VIP hacks.

There is no problem with releasing your own VIP hacks (just as long as they aren't stolen or cracked or w/e the minions here think is considered dangerous).
