Not anymore, when you reach it, you can change only name or usertitle.

A while ago users would ask for a usertitle change and "trick the system" by changing their regulation sized usertitle with something more resembling an avatar. So their usertitle "became" that avatar.
Users who did this most notably;

Insomniac
The staff has limited the usertitle sites to public places in an attempt to stop this and if an upper staff member sees it - they will remove it
This way was never "proper".
