k so iv looked around the iw files and cant seem to find a way to change the xp pops up when you get a kill or assist and the other things that show up like double kill or long shot e.g. any and all help would be much appeciated
only with mods you can do it.
so i cant just reskin the currnet +(xp amount here)

Its not a texture. Its just text.
how does the gun game blood splat work?
That is part of a mod. You need a MOD to do it.
It pretty much just displays one of the playercard titles. There is no way to put that in there with texture mods, so you need a GSC to do it.
