Is it still possible to make a unverified PayPal account with no bank account or credit card registered?

I tried making a Canada and Australia PayPal account twice with verifying the e-mail, but it still gets limited soon as it is made and asks for a Credit Card or Bank account.

Yes it is possible, However without a bank account attached to the PayPal account you can't withdraw your money or put money in unless someone sends you it, Also i dont think it's possible to send others money without an account.

Can you make payments with an unverified account?
