How do i give an image a background a step by step tutorial would be good >.>

make trans. bg then add layer
I made it trans but the add new layer thing is deactivated 
1. Hit "new"
2. fill in size (& resolution)
3. create a new layer
4. delete the old background layer
5. make the new layer anything you want
6. make sure its always @ the bottom.
