Nexon fail?

So I bought a Ultimate game card $10 'worldwide'. And when I try to redeem, this is what I get.

As I said the game card is $10 'worldwide' then what the fuck is that?

It's like a charging fee to use the card. You don't get the full price of the ten dollars.
