Why is MPGH - MultiPlayer Game Hacking - View Profile: Ali banned and why didn't he get unbanned yet?

Ali AKA Ratli is permanently banned.
He allowed Purple(Jarppi) to use his GMOD account. Purple was CS (and quite possibly on the rat list), every staff member other then Ali hated him. Purple had scammed multiple times on his account. Ali allowing him to use his account was unacceptable.
Ali's main was permabanned and Purple was IP banned.
They both still lurk.
