Wolves need level 7 light, so when you find a dense area of woods, lay down a torch in a grid area every 13 or 14 blocks. Wolves will come eventualy, if you are in the right type of area. Unfortunately there really is no good way to tell the difference between woods, forest, and rain forest biome, unless there is a lot of lakes in the woods, in which case its a Rain forest.

Try looking in different places then I have found about 10 just from playing near my base. Only one is still a live though as they like to kill themselves.
