I have a visa prepaid debit card with $20.01 on it.
I want to trade this for $20.00 in paypal.

everyone time you use a visa debit card through paypal, it costs money.
so trading 20$ for a 20$ prepaid visa card is more like;
20$ - > $ 18 -

You cant use visa debits on paypal, thus you dont get any fees.
