No it doesn't. Apparently, RydahMS, one of the top servers was closed down a while ago. It was hosted in the netherlands.
Again, @freedompeace knows how to make one apparently, but lacks the resources.
Speaking of having the freedom to test any weapon "before buying it" their is this one game called Operation 7 and you could do that.
Anyways, I was actually with this group of people I found that was starting a combat arms private server but some deuce bag had to ruin it by hacking the Administrator for it and leaked it to Nexon and he closed down the site and got into trouble with Nexon.
He didn't get sued, fined, or jail-time instead he got suspended from Nexon's site for 2 years.
So if I where you I wouldn't get involved with this unless you know what your doing and you can keep it protected from anyone you don't know; so only give out invitations to anyone you trust to keep you ideas safe!
<Do Not Try! That's my opinion, almost got into trouble because of it!>
I hope this gives people the idea not to do this and have helped anyone that thought about trying stopped and read this post; I am pretty much trying to prevent anything like this happening for others safety, your welcome.

They do get arrested, closed, sued and some "jailed" of course in the end it's all going to be a "private settlement" for an "undisclosed sum". Meaning the news will say WoW Sued _____ for 8 million and wins! but in reality, the guy goes for an appeal, and settles it outside of court for a fraction of the original price...
