Is preordering a game free at gamestop? If not, how much does it cost?

Bday is coming up on the 27th, gonna preorder GoW3 now and get the beta code then pay it off on my bday.

Where I'm from all games take a minimum of $5. If pre-ordering was free it would be pointless.
