Did it work after you reinstalled?

hehe u are infected with some malware, that disable registry edit 1000%, try go to start-->type regedit---> right click on regedit and run as admin, if u cant open regedit u r infected 100%,, clean computer of some shit, try to download some registry fixer Free Window Registry Repair - Free software downloads and software reviews - CNET Download.com this maybe, see if that help u.
