you can open it up in a debugger if you like, it's not protected at all

I don't know what you mean by cheat protected commands, but you can type any command you want into this console

aside from using the fn key, you could also just use the console to bind new keys

the only reason I bothered to include binds built into the program was so that you could have bound keys without having any altered config files on disc

While looking through the flags on new cvars, you will see many of them will say
FCVAR_CHEAT or will have the word (cheat) after it's description. I believe he's curious whether or not these commands will work.
The old console method can't use them. If so, you've pretty much just made a free version of Hell's new console.
