Intro Scenes

How do people make those intro video, or cutscenes for games?

Is it done with a 3D modeler and then recorded with something?

You can make the models, and some effects with the 3D Modeler/Animators, then use some video editing to make some more effects/music/stuff.

Adobe After Effects

Generally, any 3D graphics or animations are made is a program like Maya c4D or 3Ds.
Effects are added in After Effects and clips are compiled in any editing software.

But you did not include After Effects! After Effects is never forgotten.
