When I downloaded CA and tried to play it it says

Close the debugger first, then run the program again

Hack shield/Engine is seeing some kind of debugging type program. If you have run anything that IS a debugger/disassembler recently, go into task manager and make sure it closed properly and isn't still running.
Also, there is an off chance it is seeing your AV scan CA files and it throws up a 'red flag' so to speak, thinking it's a debugger. Disable anything that scans files automatically while playing combat arms.

Don't forget what you have to make sure of is that if you have AVG or any other Virus protection that automatically removes a program if its a "Threat" That you have that feature disabled or the folder or File in the Allow path section.
Because it will remove you're NexonGuard.aes File over time.

Close your debugger. It happened to me when I left OllyDBG Open. Close it and it will work properly.
Still not working . What did you guys do when you first played this?( very stupid question)
