This is so simple you don't need any commands.
People call it COD or Cash On Delivery and this function can be easily accessed via your mailbox. You simply put the item you want to send in the box, type the recipent's name, write the title for your message and input the amount of gold you want to recieve upon delivery in the small box at the bottom.

NOTE: I wouldn't release anything into pubic (especially hair) as you might catch fleas or other nasty stuff.
