any 1 hacking with hiding their ip ? and what type of programs ?

by changing TCP/IP really safe to hack without getting real IP bann?
i m using AT&T router so by reseting router really provide me another ip ?

also i m playing around with "hotspot shield", i just dont want my ip get bann on my first attemp hacking vindictus.
