I think he mean some sort of texture pack?

skinning = diffrent pictures
If you skin a golden shotgun you can make it to silver / black / pink or w.e. you want.
It changes the pictures of itmes you see , others dont see the skinned pictures.
People skin alot in cs1.6 if you wanna get some examples
