i dont know who to stop it i used CCleaner Virus Scan its still up help

Scan with a normal Virus Scanner
You could make a speed check on the internet

Turn off you'r anti-virus/firewall, because it can give you lagg.
Try to use a gamebooster/advanced systemcare.
Try to close unused themes, programs and services.

kk gamebooster worked for me once

I never use gamebooster cuz it makes my Crossfire lag

I use TuneUP utilities 2011 Turbo Mode. My ping FPS goes from 87 ---> 250

yeh i got tuneup utilites ima turn on the turbo button

Or your internet connections isn't good enough...
