Hey look, you posted something useful for once.
There are a few causes for this error:

- The system clock may be set incorrectly.
- The Dynamic Link Library (DLL) softpub.dll, may not be registered on the system.
- Internet Explorer may be using an invalid proxy server.

To fix, in order:
- Fix your system clock and sync it to whatever.
- Win+R > cmd > "regsvr32 softpub.dll" > enter
- Change / Update / Check your proxy config in IE.

This happens to me too. It's not the firewall.
i used to have the same problem on my old vista computer, i couldnt find a solution.
It's not firewall i tried to to turn of firewall it doesn't work
Stop downloading porn and getting viruses.
It's not virus..
