After you spend $500 PayPal does a 'random' checkup on the account and verifies this information you've used to verify it and if they find it's not matching the identity of the user you can be fined up to $10,000 for web forgery or up to 2 years in a jail.
If you're willing to go to jail or make your parents pay 10,000 for 9$ verifications, go ahead.

Afraid of getting in trouble? learn the risk of the users you offer this service to.
I recommend you stop this service ASAP before you get into some serious trouble, the users you signup are at just as much risk as you, if not more.

What i also don't understand is, Gyurin want's the payment from PayPal so by this it meen's they have a Confirmed PayPal account to pay Gyurin which meen's they can confirm there paypal account, so why would they Pay someone with a already confirmed PayPal account to Confirm another
