Any advice?
Check if your internet provider has any issues, turn off the anti-virus and use a program called GameBooster or Mz Game Accelerator to speed up the game. 
Get To Ur Closest server for you i think that UK is za best
Either cf is getting ddosed or try using CCleaner.
mine become 300-450 something
Do a virus scan 
Try play without any program using your bandwidth, only let CF using it.
Try another server...
I get 120+ at delta, but when I play west server I get 50- ping...
a huge difference uhh?? :P
Anyway... I still have some terrible like spikes...a normnal situation is that Im playing good and all... and suddenly everybody stop moving for a while that may vary from 1 to 10 seconds, then baaam!! Im dead... and I when I check my ping it is above 2000!!! WTF!!!! >.<

2.close all programs like (msn,aim,itunes,etc..)

It depends where you live and witch server you use.
If you live near Canada/USA, you need to use all server till you come by the UK servers.
If you live near Asia, you need to use UK/Alpha/Bravo.
If you live near Europe you need to use one of the Uk servers
