Texture Pack

Hello guys I'm pretty new to this forum, but im looking for a program to make texture packs, at this moment I know how to make skins.
I would appriciate if someone could link me an easiest program to make texture packs.

There is no program that makes texture packs, as far is I know, it is done by hand.

you go to your "minecraft.jar" and open it with Winrar or winzip etc...

then you find PNG files such as Terrain (all the blocks in teh game)
and some are in folders.
