If it has 0AP, you can assume it has no titles whatsoever so you might as well do the main quests from the beginning to end. It'll get you some AP and Titles as well as money for cheap midnight gear

was trying to puzzle that out myself maybe it was a figure out speech and he meant he had very little ap for being a lvl 70?
