I dunno about you but i am getting the msvcr100d.dll error, and when you run the file called black cipher as admin, it should work.

Antivirus blocks extraction to the desktop, turn that off.

Make a File on ure background called like MPGH
allow everything that comes in that file at your AV ( Anti Virus )
Now drag the file in.
