Is there any fast way to split movies into smaller parts, about 10-15 minutes each.

Just Cut them ?

Nope

No fast one.

there are enough programs but you need a fast cpu + ram to make it fast

Download Sony Vegas and cut the parts manually, and then save each file? Perhaps you can even do it with Windows Moviemaker

i only have a freee version, i need a full version to split entire movies

If you open a file with Sony Vegas, it appears in a 'timeline'.
If you remove the video parts afer for example 15:00 and then save as Video2, you will just have 0:00 - 15:00 as one file
