Don't Move Mobs Command?

What are the 2 commands that HD used in his old console that you can click and it was Mobs Don't Move 1 and 2. It freezed all the monsters when they spawn and I didn't have to re-enter it everytime I go to a new level. What were the name of the 2 commands? Thank you.
