Rescue Battle Quest Problem

Ok so when i do the battle quest "Rescue" and defeat Black Hammer it says to return to the Royal Army Base to turn it in. So I did this, and went back to turn it into Riordan and guess what? Hes not there... so i did the battle 4 more times and the same thing happens. I know you have to do the story where you have to turn the jade into Nel, i did that.

I just need help lol. This is really frustrating me.

All I can say is they reappear as you progress in quests, so they could end up in different locations.

i figured it out... it was a quest a loooong time ago that i hadnt finished. i had to give a renos ore to the guard lol. then riordan reappeared.
