Can it be done? I would for someone to do this so I can get A+ in my Programming Exam, I need to unblock sites like Krock.com.au Radio stations etc.

Well how are they blocking the sites? Is it being blocked on the actual servers therefore you wouldn't be able to deactivate it or is it being blocked by a program on the computer?
You could also just make a program that grabs proxies from here:
http://lmgtfy.com/?q=elite+proxies&l=1
And then uses them to connect to sites from the program.

Put firefox with proxies you've preconfigured on a USB then plug it into your school computer and be free.
