Permissions help

Hey, I'm running a multiplay server and need help with permissions.

I found a command to rank people up in game but how do I use it?

/permissions <target> (w:<world>) promote <parent> (w:<parentworld>) <track>

It makes no sense to me. Please help

You have set yourself to be the admin right?

yeah, but I don't know how to use that command like parent? and things like that :S
