Getting a better computer won't help him with ping.
Try changing to another server.
i use laptop the just sever i see my ping good uk 1 and 2 3 4 ping 190 300
and i have 4 maga ram and 1 maga net speed
where do you live? if your not from europe dont use uk server.
play in UK server any 1 have a good ping in there
