I ran ccleanrs registry fixed issues ran the cleaner. and thats pretty much it tried it again still didnt work.

your pc is beeing an asshole.. can happen

If you still have your installer,reinstall,otherwise redownload.
Btw if you restarted and Hack Tool Detected came back,restart and it'll go away

I did....

Naw, it's probally copying itself to another location, and each time you reboot it'll recreate itself.
