Anyway back on Topic.. the question you ask is irrelevant to what you need.. you don't need the best "Packer" or best "Protector", what you really mean is to ask what Packer/Protector has not been tagged by Nexon yet.. mpress, PECompact, UPX ect.. have all been tagged by nexon already, so none of these will help you. And im sure it wont be too long before Themida, VMProtect ect.. will be tagged also if they haven't already. Enigma is really good Protector and has not been tagged yet, Also you can pack your dll with UPX and modify output by removing its UPX strings and changing the section names, For this you need to know a little about PE headers and there Optional headers and how to read and write to them(not too hard after understanding a PE structure) doing this will remove any common UPX signatures thus might remove Nexons tag on UPX.
