And I suggest you train Dungeoneering after the desired Combat levels.

thats what i was thinking, bc thats how i got 99's on my main. (at giant spiders, and soul wars)

He wouldn't need P2P to train at the Giant Spiders really, it's around 30K XP/HR in F2P with 90+ CB already. Would take a couple of days then

What I meant was, both the Stronghold of Security and Al-Kharid Warriors can be accessed by F2P players, the only advantage of being P2P there would be the Weapon and Armour Bonusses

Oh... is he a member? I suggest Chaos Druids in the Edgeville dungeon until level 45 strength and then do the Moss Giants in the Edgeville dungeon as well. Moss Giants drop big bones that can be banked or buried. Either way, it's beneficial to you. Chaos Druids drop herbs as well. Herblore, as we should all know, is one expensive as fuck skill to level giving you profit if you bank the herbs you find. Doing that, however, will slow down your combat training a bit.

I started Chaos Druids when I was level 35. I had an adamant armor set with an adamant scimitar. That should be sufficient until 45. Adamant weapons and armor require level 30 attack and defence, respectively.

You could opt to do rock crabs until 99 if you wanted to. They give fantastic experience. Alternatively, after around level 55, you can go to Neitiznot and kill yaks there. Hide drops and hair drops are good for crafting.

I have a pet-peeve about spelling things out and proper grammar. It irks me when I don't see it done. However, since this is the INternet, I must learn to survive through it. Am I right?
