Just use whitelist. Go into the settings.txt file and turn whitelist to true. And any person who joins your server needs to be whitelisted. You whitelist people by putting their username in the Whitelist.txt file.

If you use bukkit/canary there are plugins for that. Don't have canary/bukkit ? Just google how to get it
