Check the processes.
Might be the Windows Defender.
Windows Defender is the Windows AV programm. It checks the hdd sometimes and that causes ALOT of Processor/RAM usage.

Turn google chrome of it uses ALOT

I usually close everything that is useless and I have about 29 processes running.
That can decrease your FPS a lot.

Look at your Prozesse page
Turn off what you dont need.
Or you could always download Gamebooster. You can go on youtube and find Gamebooster Premium codes for free.

Must have any process interfering your computer performance.
turn off unnessecary processes
here is what you do,
you go to Google and search Game Booster 2 and search YouTube for a serial code
and then use Game Booster to close everything and u should easily get 50-60 FPS.

Restart your computer. I call it the 100% CPU Usage Bug. After your computer hits 100% Usage, you need to restart your computer, and everything will be better. It could be just chrome, but I don't think any background programs would be causing it, because your only running Chrome. Background programs would only wash away RAM, and CPU too if they're running. I have the same problem. Chrome doesn't waste a lot of CPU Usage if your not loading anything (obviously), but just a lot of RAM.
