When i try to open the latest public hack i get this error pop up

After you do that, extract it and run as admin. It should go well.

Should read the hack thread before you create these help threads, it's saying there what is needed to have installed.

The .dll itself isn't necessary if he had the program installed...

Download the dll or what jigsaw said.
